Abstract
At least one Professional Group (PGCT) has raised the question whether a professional society fulfills its responsibility by merely reporting on the findings of current work in the field of interest. PGCT) has suggested that the professional society must make available authoritative, fundamental material, upon which current work in the field is based. To fulfill this rieed, he has proposed an additional PGCT publication which would be called the PGCT Review and whose purpose would be to present tutorial information, of a broad and authoritative nature, written by invited authors of recognized stature in given areas. The PGCT proposal strikes a very sympathetic chord with this editor. Several of the professional groups, including PGCS, should give careful consideration to this idea. The field of communication systems engineering needs tutorial material of a broad and authoritative nature dealing with signal selection, coding, channel characterization, modulation methods, and many other areas. It is suggested here that PGCS consider the problem further, in the light of its own particular needs and limitations.
