Abstract
I would like this afternoon to give you a little background of the operations of the Warning and Communications Division of the Federal Civil Defense Administration. The first phase of Civil Defence we might call the surveillance and the attack. The operations under those programs are naturally the responsibility of the military. Additionally, the military undertook, in 1949, the problem of providing civil defence warnings on a temporary basis until a civilian organization could be established.
