A basic problem in the decentralized control of a multiple access channel is to resolve the conflicts that arise when several stations transmit simultaneously to the channel. Capetanakis, Hayes, and Tsybakov and Mikhailov found a deterministic {em tree algorithm} that resolves conflicts among
