Germany's role in future cooperation between Iran and the European unio‎n

به دنبال شكست قدرت هاي اروپايي در جنگ هاي جهاني, اروپا نقش محوري خود در نظام بين الملل را از دست داد و با تقسيم اين قاره، كشورهاي اروپايي تحت سيطره و نفوذ دو قطب بزرگ قدرت، آمريكا و شوروي سابق قرار گرفتند و تحوّل امنيّت و يا توسعۀ آنها در اين چارچوب رقم خورد. اروپاي ضعيف شده براي ايفاي نقشي مؤثرتر در نظام بين الملل راه همكاري و همگرايي را در قالب سازمانهاي منطقه اي، در پيش گرفت كه نمونۀ بارز امروزين آن اتحاديۀ اروپا ست. در بين اعضاي اتحاديۀ، آلمان به عنوان قدرت اقتصادي و صنعتي،جايگاه برجسته را به خود اختصاص داده است. ايران درگير چالش هاي عميقي با ايالات متحده است ،همواره در صحنۀ بين المللي و در روابط تجاري و اقتصادي خود به اتحاديۀ اروپا نظر داشته تا از علم و فناوري كشورهاي عضو در راستاي اهداف سياسي و توسعۀ اقتصادي بهره جويد. مقالۀ حاضر مي كوشد به اين سؤال پاسخ دهد كه چگونه روابط نزديك با آلمان به عنوان عضو قدرتمند اتحاديۀ اروپايي مي تواند سبب تحكيم روابط ايران با اين اتحاديه و تأمين منافع اقتصادي و توسعه صنعتي اين كشور گردد؟ براي پاسخ به اين سوال، اين فرضيه مورد بررسي قرار مي گيرد كه در صورت غلبه بر چالش هاي سياسي، با توجه به قدرت اقتصادي و صنعتي آلمان و جايگاه آن در اتحاديۀ اروپايي، روابط نزديك ايران با اين كشور مي تواند زمينه ساز تحكيم روابط با اتحاديّۀ اروپا و بهره گيري از اين مناسبات در راستاي توسعه اقتصادي و صنعتي كشور باشد.

Following the defeat of European powers in world wars, Europe lost its pivotal role in the international system, and with the division of the continent, European countries came under the control and influence of the two great poles of power, the United States and the former Soviet unio‎n. o‎r their development took place within this framework. Weakened Europe, in order to play a more effective role in the international system, took the path of cooperation and convergence in the form of regional organizations, of which the European unio‎n is a clear example today. Among the members of the unio‎n, Germany has a prominent position as an economic and industrial power. Iran is facing deep challenges with the United States, has always looked to the EU in the international arena and in its trade and economic relations to use the science and technology of its member states for political and economic development purposes. This article seeks to answer the question of how close relations with Germany, as a powerful member of the European unio‎n, can strengthen Iran's relations with the EU and secure its economic interests and industrial development. To answer this question, the hypothesized examined that if political challenges are overcome, du to Germany's economic and industrial power and its position in the European unio‎n, Iran's close ties with that country could pave the way for strengthening ties with it.
