THE ROLE OF KURDISH OPPOSITION GROUPS IN IRANIAN - IRAQI RELATIONS, 1921-1979

Exploiting ethnic tensions was Iranʹs most potent instrument in its dispute with Iraq under the Shah. This article examines monarchical Iranʹs relations with Kurdish opposition groups in Iraq. It argues that Iranʹs relations with these groups were a function of bilateral relations between Tehran and Baghdad. When these relations were good, Iran refrained from intervening in Iraqi Kurdistan against Baghdad. Howerver, when relations deteriorated Iran would side with the Kurds to pressure Iraq to comply with Iranian demands. Ultimately, in 1975 the Shahʹs regime abandoned the Kurds for good when it obtained the territorial concessions it sought from the Baʹath regime.
