The ʹMovementʹ or "MOVE" was a radical, back-to-nature noviolent, predominantly black, counter-culture, activist group. The MOVE caused conflint in Philadelphia two times. Once in 1970 which erupted in a shoot out in which one policeman was killed, and many of its followers, police, and 5 rescuers were injured.
On May 13, 1985, the second one, 11 MOVE members, including 5 childeren,
perished in flames, 61homes lay in mouldering ruins, and 250 people became
homeless. Police drew on an arsenal of automatic and anti-tank weapons, fire hoses, tear gase, and bombs to remove MOVE from its headquarters. After shooting a 100,000 rounds of ammunition, police finally dropped a bomb from a helicopter which engulfed the house, and neighborhood in flames.
In the first part, the factors which caused this nonviolent , back-to-nature black
group to become antisocial, the decisions of authorities causing crisis, and the different issues caused by the police, court, mayor and other institutions and its
outcome as a crisis was anlyzed.
In the second part, the decisions made by local authorities, the upheavel of riot,
crisis decision-making, and measures made under crisis pressure are analyzed.
