An Analytical Approach to the Philosophy of Independent Research and Technology Organizations

سازمان‌هاي پژوهش و فناوري مستقل سازمان‌هاي غيرانتفاعي هستند كه فعاليت‌هاي تحقيق و توسعه را به منظور كمك به بهبود رقابت‌پذيري شركت‌ها از طريق ارتقاء توانمندي‌هاي نوآورانه و فناورانه آنها انجام مي‌دهند. اين سازمان‌ها اگرچه به طرق مختلفي تحت تأثير و حتي پيگير اجراي سياست‌هاي دولتي هستند اما يكي از اهداف آنها كسب درآمد و فعاليت در بازار و در بستري تجاري است تا ضمن داشتن انعطاف لازم با كارايي بالايي به ايفاي نقش خود بپردازند. بر اساس جهت‌گيري‌هاي كلان كشور در زمينه علم و فناوري، سازمان‌هاي پژوهش و فناوري در حال تبديل شدن به يكي از مهمترين بخش‌هاي اقتصاد كشور مي‌باشند. از اين رو براي شكوفايي اقتصادي كشور مديريت كارآمد و صحيح آنها در سطح راهبردي ضرورت دارد. بنابراين آشنايي با اين سازمان‌هاو مطالعه ويژگي‌هاي آنها از ابعاد مختلف يك الزام است. در اين مقاله مروري بر ادبيات موضوع سازمان‌هاي پژوهش و فناوري شامل تعريف و انواع آنها، تاريخچه، مأموريت و فلسفه وجودي، الگوي مالكيتي، الگوي كسب و كار و ... خواهد شد. سپس با استفاده از رويكرد سيستمي به تجزيه و تحليل ويژگي‌ها و چرخه عمر اين سازمان‌ها پرداخته مي‌شود و در ادامه به عنوان سازمان‌هاي خدماتي دانش‌محور مورد بررسي قرار مي‌گيرند. در نهايت به جمع‌بندي و ارائه پيشنهادات پرداخته مي‌شود.

I ndependent Research and Technology Organizations (RTOs) are non-profit organizations that perform Research and Development (R&D) activities aimed at improving competitiveness by encouraging firmsʹ technological and innovative capabilities. Although these organizations are usually affected by governmental policies in different ways, but one of their goals is to create revenue from working in market and commercial space to carry out their mission by flexibility and high performance. According to the mega orientation of our country in the field of science and technology, Research and Technology Organizations (RTOs) are turning into one of the important parts of our countryʹs economy. So it is necessary to manage Research and Technology Organizations in the strategic level efficiently in order to achieve economic growth. Therefore familiarity with the characteristics of Research and Technology Organizations and their dimensions is required. In this paper, literature of Research and Technology Organizations, including the definition and their types, history, mission and philosophy, ownership models, business model etc. are reviewed. Then, the characteristics and life cycle of these organizations have been analyzed by systematic approach and also have been studied as Knowledge Intensive Business Services (KIBS). Finally, the conclusion and suggestions have been discussed.
