Internal Security Approach in facing with Soft Threat

مفهوم تهديدات نرم در سال‌هاي اخير و به ويژه پس از توسعه پارادايم هاي جهاني سازي به طور گسترده اي وارد مطالعات امنيتي شده و انديشمندان از زواياي مختلفي به اين مساله پرداخته‌اند. با توجه به اين كه امروزه، تهديدات نرم براي اهداف مورد نظر از جمله تغيير حكومت‌ها در اولويت غرب قرار دارد و با اين روش موفق به تغيير، كنترل و تسلط بر حكومت هاي مخالف از طريق فروپاشي، انقلاب‌هاي مخملي، شكستن انسجام ملي و وفاداري نيروهاي مسلح كشورهاي هدف قبل از عمليات نظامي شده‌اند. دراين پژوهش تلاش شده است تا با اكتشاف از ادبيات، نفوذ و بروز تهديد نرم بيگانگان بر منافع امنيت ملي كشور مورد بررسي قرار داده شود و محقق با طرح اين سوال كه اهداف مورد انتظار دشمنان از اجراي تهديدات نرم در كشور كدامند و چگونه به دنبال تحقق آن هستند؟ نتيجه گيري نموده است كه اگر چه عوامل زيادي در امنيت حكومت دخيل هستند اما اعتقادات و باورهاي ديني، مشروعيت و مقبوليت، رهبري و نهاد ولايت فقيه، حمايت مردم و انسجام و وحدت ملي بيشترين نقش را در اين زمينه دارند. از طرفي هم با برشماري موضوعات مورد استفاده براي اجراي تهديدات نرم، نشان داده شده كه از طريق داده پردازي و محيط نگاري كشور مشخص مي شود كه هدف از اين اقدامات متروك سازي سياست ديني، ايجاد شكاف نسل‌ها و بروز بحران هويت و نسبت دادن برخي مشكلات و نارسايي‌ها به ماهيت حكومت است. در اين مقاله با استفاده از روش تحليلي معادلات ساختاري اساس امنيت مطلوب بر پايه رويكرد مقابله با آن ترسيم شده است.

The concept of soft threat in recent years and particularly after development of globalization paradigms has been widely entered in security studies and scholars have reviewed this issue in different angles. Given today, soft threat is most significant issue and is the priority of West for its related aims including changing governments, by using this method they managed to change, control and dominate on opposite governments through disintegration, velvet revolutions, breaking national cohesion and loyalty of armed forces of target countries before military operations. It is attempted at current paper that literature of influence and creating the soft threat of foreigners on the interests of national security of country be reviewed. And the researcher by raising this question that what are the expected aims of enemies for carrying out their soft threat and how they intend to perform It? Has come to this conclusion that Although many elements are involved in the security of government, but religious beliefs, the legitimacy and acceptability of leadership and the organ of the primacy of the top spiritual leader, supporting people and national cohesion and unity have the greatest roles in this regard. By naming used issues for carrying out soft threat, it is indicated that through data dissemination and environment designing that the aims of these measures are desolating religious policies, creating gaps between generations and creating the crisis of identity and referring some problems and shortcoming to the nature of government. It is tried that by using the analysis methodology of structural equations, the basis of favorable security based on the approach of facing such threat be delineated
