طراحي مدل و تبيين اصول و مباني توسعه امنيت عمومي و اجتماعي

Designing Model and explaining Principles and Fundamentals of Public and Societal Security

هدف از اين پژوهش، طراحي مدل و تبيين اصول و مباني امنيت عمومي و اجتماعي در جمهوري اسلامي ايران با بهره‌گيري از مباني نظري متناسب و با توجه به قابليت‌ها، ظرفيت‌ها، روندها و شرايط موجود است.، در اين طراحي، يك مدل تركيبي پنج‌سطحي؛ شامل اجرايي و عملكردي، پشتيباني، مديريت عاليه، اصول و مباني و تعاملات محيطي مد نظر قرار گرفته است. تمركز و كر مدل سطح اجرايي و اقدام مي‌باشد كه خود برگرفته از مدل سه‌شاخگي مي‌باشد. محورهاي اين سه شاخه شامل اهداف، محيط و اقدام مي‌باشد كه از تركيب مولفه‌هاي اساسي اين محورها، فرايندهاي اصلي به‌دست خواهد آمد؛ همچنين به‌منظور تعيين اصول پايه و سياست‌هاي كلان براي تعيين بايدها و نبايدها، اولويت‌ها و جهت‌گيري‌ها در حوزه برنامه امنيت عمومي، مورد بررسي و مطالعه قرار گرفت.پس از بررسي اسناد بالادستي از جمله سند چشم‌‌انداز بيست‌ساله جمهوري اسلامي ايران، سياست‌هاي ابلاغي مقام معظم رهبري براي برنامه پنجم توسعه اقتصادي، سياسي، اجتماعي و فرهنگي كشور و همچنين اصول سياست‌هاي فرهنگي جمهوري اسلامي ايران ،تعداد 30 اصل و سياست كلان مرتبط با موضوع طرح احصا گرديده و با لايه‌هاي مدل پيشنهادي توسعه امنيت عمومي و اجتماعي تقاطع داده شد. سپس با تلفيق و يكپارچه‌سازي اصول سي‌‌گانه فوق در چارچوب اصول دوازده ده‌گانه‌اي به‌عنوان اصول پايه و سياست‌هاي كلان ناظر تدوين راهبردهاي توسعه امنيت عمومي و اجتماعي در جمهوري اسلامي ايران ارايه گرديد.

The present research aims at designing a model and explaining principles and fundamentals Public and societal security in Islamic Republic of Iran through benefiting from theoretical principles proportionate with the existing capabilities, capacities, trends and conditions. In designing the model, a fivelevel incorporated model including various levels-executive, performance, supporting, supreme management of principle and fundamentals, and environmental interactions-have been considered. Executive level and action are the core of the model, which itself originates from a triangular model. The pivots of the triangle are objectives, environment and action, and it is through incorporating the basic constituents of these pivots that major processes would be achieved. In order to determine dos and donʹts, and to determine basic principles and master polices priorities and orientation in public security plan is reviewed, having studied the upstream documents of including the twentyyear outlook document of I.R. Iran, notified policies of the Supreme Leader for the fifth economic, political, social and cultural plan, related to the issue has been developed, and crosschecked with the layers of the proposed model for development of public and societal security. Afterwards, through incorporating and integrating the above-mentioned thirty principles into the framework of twelve principles, and introduced as basic principles and master policies of the supervisor of formation of strategies for development of public and societal security in I.R. Iran
