تحليل بر مفاهيم «رشد » و «توسعه» هادي پور شافعي (عضو هيات علمي دانشگاه بيرجند) چكيده «رشد» و بويژه «توسعه»، مفاهيمي پيچيده، متغيرر، چند وجهي و پويا است؛ به همين دليل عدم اجماع در بين صاحب نظران بر دشواري تعريف و تبيين موضوع افزوده و يافتن راهي براي برقراري رابطه منطقي بين اين مفاهيم به دليل خلط معاني بين آن، چندان قرين موفقيت نبوده است و در نتيجه، عدم درك معاني در حوزه نظر، موجب كاربرد نادرست آن در عمل شده است. از اين رو تحليل مفاهيم بنيادي و برداشت هاي «رشد» و «توسعه» و نيز رويكردها، آثار و نتايج مي تواند در تبيين و توضيح مباحث پيچيده و چند وجهي آن موثر باشد. در اين مقاله، ضمن بيان مقايسه اي، مفاهيم رشد و توسعه، با ذكر رويكردهاي چهارگانه (خطي، مرحله اي، اقتصاد سياسي و منابع انساني) با تاكيد بر مفهوم توسعه و ابعاد آن، نقش انسان و فرهنگ، در فرايند توسعه بررسي و با توجه به تجربه تاريخي نشان داده شده كه هر گاه توسعه بر شاخص هاي اقتصاد و كمي، تكيه كند (توسعه بعدي) و از انسان و نقش وي (در ابعاد اجتماعي و فرهنگي) غفلت نمايد، نه تنها قادر به حل مسايل جامعه نشده بلكه به تعارض ها و بحران هاي اجتماعي و فرهنگي نيز دامن خواهد زد. واژگان كليدي: رشد، توسعه، فرهنگ ، انسان.

And for this reason, there is an unconsensus among the authorities. So it is difficult to define it. Also, to show the subject and find a way in order to determine the relation between these concepts, because of the confusion of meaning, hasnʹt been a success. The disability of understanding the meaning has caused to apply it mistakenly So the analysis of these fundamental concepts and understanding of the growth . development . its approaches . and its results can determine and explain the complex and multi dimensional concepts of the development.In this essay, not only there is a comparison between the growth and development concepts: but also, the fourfold approaches (linear, stage, political economic and human resourses) have been studied based on the historical experiences: and whenever the quantitative and economical indexes are emphasized and human being and his role based on social and cultural aspects neglected: the development hasnʹt been able to solve the problems of the society: so. the society had been faced with conflicts and social and cultured crises
