برآورد قيمت بهينه ورودي گردشگران پارك ملي نايبند در راستاي توسعه پايدار مناطق حفاظت شده

Pricing Policy for Tourism in Nayband National Park in Accordance to Sustainable Development of Marine Protected Areas

اگرچه ايجاد مناطق حفاظت شده دريايي، راه حلي براي كاهش فشارهاي مخرب بر محيط زيست دريايي بوده است، اما اين مناطق مي‌توانند در عين حفاظت و بهبود، منافعي حاصل از گردشگري پايدار نيز به‌دست آورند. تعيين حق ورودي براي گردشگران اين مناطق يكي از راه‌هايي كسب درآمد براي مناطق حفاظت شده است. در اين تحقيق، پارك ملي دريايي نايبند در استان بوشهر مورد مطالعه قرار گرفته و بر اساس ميزان تمايل به پرداخت ورودي جهت بازديد گردشگران اين منطقه، اقدام به محاسبه قيمت بهينه ورودي براي اين پارك شده است. بدين منظور تمايل به پرداخت بازديدكنندگان از طريق پرسشنامه و به روش يك و نيم بعدي به‌دست آمده است كه اين مبالغ پيشنهادي به‌عنوان هزينه ورودي براي بازديد از پارك طبيعي نايبند مطرح شده است و بر اساس نسبت تمايل به پرداخت ميزان ورودي پيشنهادي تابع تقاضا تخمين زده شده و ميانه تمايل به پرداخت افراد محاسبه شده است. نتايج مبين اين است كه تعيين نرخ ورودي به ميزان 2/1 دلار (معادل 4000 تومان براي سال 93) براي هر فرد مي‌تواند علاوه بر حصول حداكثر درآمد، بخشي از هزينه‌هاي ناشي از گردشگري را در اين منطقه پوشش دهد و همچنين صرف توسعه و بهبود تنوع‌زيستي پارك ملي نايبند گردد.

Establishing the marine protected areas is a solution to reduce pressures on the marine environment. But it can also have some benefits of sustainable tourism. The entrance fee for tourists who are willing to visit these areas is one way to earn money. In Iran, there is some marine parks that there is no cost for visiting them. One of them is Nayband Bay marine national park which is located in two provinces named Bushehr and Hormozgan in the south of Iran. In this regard, Nayband National Park protected area is an important area for protecting biodiversity. But protected areas could create income and benefits of sustainable tourism. In this paper, a contingent valuation approach has been applied to estimate the best entrance fee for visitors. A one-and-one-half-bound approach has been used and the vehicle payment is explained as an entrance fee to visit the Nayband National Park. According to demand function and marginal income, the best price for having maximum income adapted with WTP of visitors is about 40000 Rls ($1.2) for each visitor for year 2014. It is important to note that this entrance fee should increase according to inflation rate annually.
