The Impact of Globalization on Distributional Function of Rentier’State

در اين مقاله كوشش خواهد شد تا كاركرد توزيعي دولت رانتير و پيامدهاي آن را در بستر واقعيت جهان امروز، يعني گسترش امواج جهاني‌شدن و دگرگوني در تمام عرصه‌هاي داخلي و بين‌المللي بررسي شود. در اين بررسي خواهيم ديد كه بحران در كاركرد توزيعي دولت رانتير، در واقع بحران در بستر اجتماعي استقرار دولت و به عبارت ديگر، بحران در مباني مشروعيت ساز و موجه كننده نظام سياسي اين دسته از كشورهاست. به طور كلي آن دسته از دولت‌هاي رانتير مي‌توانند علي رغم آنكه دچار بحران توزيعي شده‌اند، به عمر خود ادامه داده و گرفتار فروپاشي نشوند كه بتوانند با استقرار نهادهاي مناسب در جهت استخراج ماليات از جامعه، تحول در ساختارهاي اقتصادي و پاسخگويي به مطالبات جامعه و از اين‌رو تقويت مشروعيت رويه‌اي، خود را همگام با تحولات دگرگون كنند. در واقع دولت رانتير برآمده از دل اين تحولات، بي‌ترديد نمي‌تواند مختصات قبلي خود را حفظ كرده و به سياق گذشته، دولت رانتير ناميده شود.

In this essay, we try to explain the distributional function of rentier state and it’s consequences in the present world or, in the other words, globalization waves expansion and transformation in all of the international and internal aspects. We will consider that the crisis in the distributional function of rentier state is, in fact, the crisis in social context of establishing state and, in the other words, the crisis in legitimizing- foundations for this political systems of these countries. In general, those of the rentier states can continue to live and resist to collapse if they can establish suitable institutions for getting taxes from society, transforming economical structures and accounting to social demands and therefore promoting procedural legitimacy in parallel with the revolutions. In fact, the rentier government resulting from these revolutions cannot preserve their previous function and we can’t be labeled as rentier states.
