Effective Factors on Education Policies and Academic Technology

اهداف: شناخت عوامل موثر در تدوين سياست‌ها در فرآيندهای سياست‌گذاری و اجرای سياست‌ها موثر است، لذا اين پژوهش با هدف شناسايی عوامل موثر بر تدوين سياست‌های آموزشی و فنّاوری دانشگاهی انجام شد. روش‌ها: پژوهش توصيفی- پيمايشی حاضر در سال 1391 در دانشگاه تهران به‌عنوان بزرگترين دانشگاه ايران و دانشگاه مرجع و مادر انجام شد. 112 نفر از افرادی كه طی 10 سال منتهی به زمان پژوهش دارای پست رياست دانشكده‌ها يا معاونت آموزشی دانشكده‌ها و پرديس‌ها بودند به روش نمونه‌گيری تصادفی ساده انتخاب شدند. طراحی پرسش‌نامه محقق‌ساخته پژوهش طی سه مرحله انجام شد. داده‌های حاصل از پرسش‌نامه‌ها با روش تحليل عاملی با استفاده از نرم‌افزار LISERL 8.8 و آزمون T تك‌نمونه‌ای مورد بررسی قرار گرفتند. از شاخص‌های RMR ، CFI ، NFI ، NNFI ، IFI ، RMSEA ، GFI ، RFI و مجذور كای برای سنجش برازش الگوی مورد مطالعه استفاده شد. يافته‌ها: براساس نتايج تحليل عاملی همه مولفه‌ها مورد تاييد قرار گرفتند. 6 حوزه معرفی‌شده در مدل اين مطالعه و همگی مولفه‌های آنها برازش مناسب و قابل قبول داشتند. براساس برازش مناسب الگوی مفهومی پژوهش، همخوانی الگوی پژوهش با داده‌های گردآوری‌شده مورد تاييد واقع شد. نتيجه‌گيری: مولفه‌های موثر بر سياست‌های آموزشی و فنّاوری دانشگاهی در 6 حوزه اقتصادی، سياسی، ساختاری، آموزشی، فنّاوری و قانونی قابل طبقه‌بندی هستند.

Aims: Recognition of the effective factors on policy formulation is effective on the policy-making and their administration processes, therefore, this study aimed to recognize the effective factors on educational and technological policies in the uniuversities. Methods: The present descriptive survey was done in 2012-13 at the University of Tehran as the biggest University of Iran and as a reference and mother university as well. 112 persons who were the deputy of school or dean of faculties in last 10 years to the time of study were selected using simple random sampling. Designing the researcher-made questionnaire was done in three phases. Data were analyzed by factor analysis method using LISERL 8.8 Software and one-sample T test. RMR, CFI, NFI, NNFI, IFI, RMSEA, GFI, RFI and Chi-square were used to assess the fitness of the model. Findings: All components were confirmed regarding factor analysis results. The 6 introduced domains in this study and all of their components had appropriate and acceptable fitness. Based on the appropriate fitness of conceptual model of the study, consistency of the study method was approved with obtained data. Conclusion: Factors affecting the educational and technological policies can be classified in six economic, political, institutional, educational, technological and legal domains.
