تبيين راهكارهاي موثر در جلوگيري از پديده قاچاق مواد مخدر و كالا در منطقه آزاد تجاري - صنعتي ماكو

Explaining the Effective Strategies in the Prevention of Drug Trafficking and Goods in Maku Trade - Industrial Free zone

منطقه آزاد ماكو به بركت برخورداري از موقعيت جغرافيايي ممتاز و دسترسي به بازارهاي بين‌المللي سرمايه و تكيه بر امكانات برجسته توسعه ترانزيت و صادرات مجدد، توانمندي‌هاي بالاي صادراتي و با فراهم سازي زيرساخت‌هاي توسعه فعاليت‌هاي بازرگاني در كنار گمركات و مراكز تخليه و بارگيري كالا توانسته است تا حدي در جهت ارتقاي نقش هم پيوندي اقتصاد ملي با اقتصاد جهاني، بسترساز تعامل سازنده كشور با جهان باشد. وجود امنيت در اين منطقه بسيار پُراهميت تر از شرايط بوده، چرا كه اگر اين امنيت در تمام زمينه ها به خصوص جلوگيري از پديده قاچاق به¬وجود نيايد، چندان در رونق آن به موفقيت نخواهيم رسيد. با وجود تمامي اقدامات انجام گرفته، باز هم ضعف هايي در منطقه از جمله وجود محروميت در مرزها، وجود محله هاي آلوده و جرم زا، پديده حاشيه نشيني و مناطق خاكستري (مناطقي خارج از مهار دولت و داراي اقتصاد بيمار) نمونه هايي از ابعاد جغرافيايي است كه به گرايش به سمت قاچاق مواد مخدر رنگ تازه اي بخشيده است. در اين مقاله سعي شده است با بررسي ژئوپولوتيك، امنيت سياسي، فيزيوگرافي و تهديدها و فرصتهاي بوجود آمده در منطقه، راهكارهايي موثر در جلوگيري از قاچاق مواد مخدر و ديگر كالاها در جهت رونق بخشي به تجارت و اقتصاد منطقه ارائه شود.

Due to a privileged geographical location and access to international capital markets and rely on the outstanding features of transit and re-export, the export capabilities and by providing infrastructure, development of commercial activities in the customs and institutions loading and unloading of goods, Maku free zone has been able to pave the way for constructive engagement with the world in promoting the partly linking role between national economy and the global economy. Security is more important in this area than the situation has been because if the security in all areas, particularly the prevention of trafficking, is not provided, so we will not succeed in its prosperity. Despite all the measures taken, there are still weaknesses in the area, including the exclusion at the borders, infested crime-provoking neighborhoods, slum and gray areas (areas outside government control and ailing economy), which are some exles of geographical dimensions that have established a tendency towards drug trafficking. This paper attempts to examine the geopolitical, political security, physiography and threats and opportunities arising in the region, and suggest effective strategies to prevent the trafficking of drugs and other products in order to boost the regionʹs trade and economy.
