گفتمان هويتي از منظر سازه انگاري در گفتگوهاي هسته اي ايران و نظام بين‌الملل

Identity Discourse from the View of Constructivism in Nuclear Talks between Iran and the International System

در حال حاضر چندين عامل، تعارض بين جمهوري اسلامي ايران و نظام بين‌الملل را شكل مي‌دهند. در اين بين، مهم‌ترين عامل مؤثر در تعارض‌هاي بين اين دو، فعاليت هسته اي ايران است. از آنجايي كه وجود برنامه هسته اي ايران، تمام سطوح اقتصادي، سياسي، اجتماعي و فرهنگي جامعه ايران را تحت‌الشعاع قرار داده است، پرداختن به اين موضوع و انتخاب آن قابل توجه است. در اين مقاله، هدف ارائه يك راه حل بين الاذهاني است كه تعارض موجود بين ايران و نظام بين‌الملل را به تعامل تبديل نمايد. مولفين سعي نموده تا بر پايه تئوري سازه انگاري به ويژه مفهوم هويت، عنصر سازنده منافع و شكل دهنده به روابط كشورها و با يك نگاه ارزشي هنجاري، موضوع را مورد بحث و تحليل قرار دهند. عدم موفقيت گفتگوهاي هسته اي ايران و نظام بين‌الملل نتيجه تأثير تعداد زيادي متغير است، لكن درك متغير اساسي عدم موفقيت را مي‌توان ذهنيت از پيش شكل گرفته «خود» از «ديگري» و هويت غير سيال دانست كه اقدام در جهت حل اين معضل در هر نشست را با چالش مواجه كرده است. با ارائه يك بيان جامع از ارزش‌ها و هنجارهاي ناظر بر فعاليت هسته اي جمهوري اسلامي ايران مي‌توان، تعارض را به تعامل تبديل نمود.

Abstract Among several causes of the conflict between Iran and the international order, the most important factor is Iran's nuclear activities. Since Iran's nuclear program has affected all the economic, political, social and cultural realms of the society to address this issue is considered to be a remarkable effort. In this paper, we try to present a solution to the conflict between Iran and the U.S. to provide for an intersubjective understanding so that the present conflict between Iran and the international order would be transformed into interaction. This article draws on a constructivist approach with an emphasis on identity as the constitutive element of relations among countries especially from the view point of values and norms. Although the failure of nuclear talks between Iran and the international institutions is influenced by several variables, it is the “self” perception of the “other” as well as a rigid and inflexible identity that renders any session to solve the dilemma into failure. In fact, through a comprehensive statement of the values and norms governing the nuclear program of the Islamic Republic of Iran, it is expected that the present conflict situation may convert into interaction.   Key words: Iran's nuclear activities, Conflict, Interaction, Identity, Norm
