نشانه‌شناسي هويت، ارزش‌هاي ديني و نوسازي در پدافند غيرعامل

پدافند غيرعامل به مجموعه‌اي از سازوكارها و فرايندهايي اطلاق مي‌شود كه زمينة لازم براي امنيت پايدار را امكان‌پذير مي‌سازد. هرگونه برنامه‌ريزي پدافند غيرعامل در كشورها تابعي از مؤلفه‌هاي هويتي و ارزش‌هاي اجتماعي است. چنين نشانه‌هايي در ايران بر اساس ارزش‌هاي ديني، تجارب دوران دفاع مقدس، شاخص‌هاي رشد اقتصادي، و نشانه‌هاي توسعة اجتماعي سازماندهي شده است. به همين دليل است كه سياستگذاري پدافند غيرعامل را مي‌توان تابعي از شكل‌بندي‌هاي فرهنگي، اجتماعي، اقتصادي، و ضرورت‌هاي ساختاري در نظام سياسي دانست. تاكنون ادبيات پدافند غيرعامل در متون راهبردي بررسي شده است. كشورهايي كه روند اقتصادي و نوسازي در حال رشدي را طي مي‌كنند، قابليت‌هاي لازم را براي سازماندهي پدافند غيرعامل دارند. اين مسئله نشان مي‌دهد كه نوسازي و رشد اقتصادي آثار خود را در حوزه‌هاي فرهنگي، اجتماعي، ساختاري، و راهبردي به جا مي‌گذارد. در اين مقاله، تلاش كرده‌ايم تا نشانه‌شناسي نوسازي، هويت، و ارزش‌هاي ديني را در پدافند غيرعامل ايران بررسي كنيم. با توجه به شاخص‌هاي يادشده مي‌توان اين پرسش را مطرح كرد: «پدافند غيرعامل ايران چه شاخص‌هايي دارد و از چه الگويي استفاده مي‌كند؟» در پاسخ به اين سؤال و با توجه به مفاهيمي همچون هويت، ارزش‌هاي ديني، و نوسازي مي‌توان فرضية پژوهش را بر اين اساس تبيين كرد كه: «ضرورت‌هاي توسعة پايدار در ايران ايجاب مي‌كند كه هرگونه برنامه‌ريزي پدافند غيرعامل بر اساس نشانه‌هاي هويت، ارزش‌هاي ديني، و نوسازي در قالب الگوي پدافند غيرعامل متوازن تنظيم شود.»

Civil Defense refers to a collection of strategies and procedures preparing necessary ground for sustainable security. Any Civil Defense planning in countries insubordinate to the identity components and social values. Such signs in Iran will be organized based on experiences of the Sacred Defense era, the economic growth indices, the social development indices and religious values. Due to the same reason, any policy made on the Civil Defense can be considered as sub-group of cultural, social, and economic blockings as well as structural exigencies in the political system. Thus far, the Civil Defense literature has been under study in the strategic texts. The countries following the path to economic progress and renovation enjoy necessary capability for Civil Defense organization. It shows that renovation and economic growth leave their impact in the cultural, social, structural and strategic domains. This article tries to bring semiotics of renovation and religious values and identity in Civil Defense under study. Regarding the said indices, one can answer tithe following question: What are the indices of Iran's Civil Defense and on what kind of pattern is it based on? To answer the question and regarding the concept such as renovation and religious values and identity, one can define the research hypothesis as follows: “The exigencies of sustainable development in Iran necessitate pegging any plan for Civil Defense at the semiotics of renovation, identity and religious values and within framework of balanced Civil Defense.”
