Abstract :
By development of knowledge and science and expansion of business scope like virtual or under network organizations, economical institutes are developed and business environment has been changed into the environment full of challenge and competition and new paradigms have been emerged that have caused survival of institutes to be difficult. It’s normal for competitive privileges to be changed. The main competitive privileges in new business paradigms, is learning. Hence, the center of the new paradigm is learning. So, organizations are more successful that learn faster and better than the other competitors. This is why, learning organization and organizational learning terms are proposed in recent years and have increasing development. By increasing development of the changes in present world that is information and communication age, and because of being instable, variable and unpredictable, using the opportunities in competition to the other countries help the countries all around the world especially developing countries to increase their efficiency and development and it won’t be possible except by managers’ tact and creativity and their influence on growing staffs’ creativity to help each other to have a successful and developing organization and finally society. Creativity has several definition but the creativity in organizational view, is consultation and new plan to improve the quantity and quality of the organization and innovation. Increasing the creativity can lead to improve the quantity and quality of the services, decreasing the costs, preventing the waste of the resources, decreasing the bureaucracy, increasing the competition, efficiency and motivation and job satisfaction for staffs. Present research, beside definition of learning organization and describing its attributes, tries to explain the factors like strategy, management, culture and… that are efficient in creating, forming and development of this organization.
