Public Diplomacy in the Middle East: A Comparative Analysis of the U.S. and Iran

در دنياي كنوني بازتاب و وجهه يك كشور در بين افكار عمومي بيش از گذشته اهميت دارد و تا حد زيادي مي‌تواند به موفقيت يا شكست سياست‌هاي آن منجر شود. از اين نظر تلاش براي تاثيرگذاري و شكل دهي به افكار عمومي در سال‌هاي اخير مورد توجه دولت‌هاي مختلف قرار گرفته است. آمريكا يكي از كشورهايي است كه بيش از سايرين به اين مسيله توجه دارد و فعاليت‌هاي خود را در قالب ديپلماسي عمومي پيگيري مي‌كند. در سال‌هاي اخير تغيير اذهان عمومي در منطقه خاورميانه يكي از اهداف ديپلماسي عمومي اين كشور محسوب مي‌شود. ايران نيز داراي برنامه‌هايي براي معرفي الگوي انقلاب اسلامي به جهان و تاثيرگذاري بر اذهان عمومي جهاني است و با توجه به قرابت‌هاي مذهبي، فرهنگي و جغرافيايي به ويژه به مردم منطقه خاورميانه توجه دارد. اين مقاله درصدد است تا ديپلماسي عمومي دو كشور ايران و آمريكا را در خاورميانه مورد مقايسه قرار دهد. و اين پرسش را دنبال مي‌كند كه فعاليت‌هاي ديپلماسي عمومي آمريكا و ايران در منطقه در مقايسه با يكديگر را تا چه حد مي‌توان موفق دانست؟ اين مقايسه به ويژه معطوف به برخي جنبه‌هاي كليدي ديپلماسي عمومي دو كشور مي‌شود كه از جمله اهداف، مخاطبان، منابع قدرت نرم، ابزارها و ميزان موفقيت آن‌ها را در اين زمينه در بر مي‌گيرد.

In today’s world, a country’s portrayal and prestige in public opinion is more important than before, essentially contributing to the failure or success of its policies. From this perspective, many states have considered efforts at influencing and shaping public opinion in recent years. The United States is among those which pay utmost attention to this issue, pursuing its activities within the framework of public diplomacy. In recent years, a change in mindsets in the Middle East is viewed as one of Washingtonʹs public diplomacy goals. Iran also has a few plans for introducing the Islamic Revolution’s model to the world and influencing global public opinion. Given religious, cultural and geographical commonalties, Iran pays special attention to the peoples of the Middle East. This paper seeks to compare public diplomacy employed by Iran and the United States in the region, raising the question of which has been more successful. This comparison particularly refers to certain key aspects of the public diplomacy of the two nations, including their goals, audience, sources of soft power, instruments and degree of success.
