Third Worldism and Ahmadinejadʹʹs Foreign Policy

هدف اين مقاله بررسي دلايل توجه سياست خارجي جمهوري اسلامي ايران در دوره رياست جمهوري احمدي نژاد به كشورهاي جهان سوم به ويژه افريقا و امريكاي لاتين است. با آغاز به كار دولت احمدي نژاد جهت گيري سياست خارجي ايران در يك تحول بزرگ از مسير تنش زدايي و همكاري با غرب به گسترش روابط با كشورهاي جهان سوم روي آورد. در بررسي چرايي اين تحول، اين مقاله با ريشه يابي آن در سه سطح ملي، منطقه اي و بين المللي بر اين نظر است كه نوع برداشت از دكترين تعامل سازنده و واكنش به سياست خارجي دولت خاتمي، عدم توانايي همگرايي و ايتلاف سازي با محيط پيراموني و وجود برخي ديدگاه هاي مشترك ميان ايران و كشورهاي افريقايي و امريكاي لاتين در مورد ماهيت نظم بين المللي زمينه توجه سياست خارجي ايران به جهان سوم را در اين دوره زماني فراهم آورد. اين نوشتار با تكيه بر نگاه نظري مبتني بر سطح تحليل در سياست خارجي، ضمن بررسي دلايل كلان توجه به جهان سوم در سياست خارجي ايران به واكاوي زمينه ها و دلايل تحقق عيني اين رويكرد در دوره احمدي نژاد مي پردازد.

This article aims at examining the reasons for the focus of the Iranʹs foreign policy under the presidency of Mahmoud Ahmadinejad on third world countries, especially Africa and Latin America. With the coming to power of the Ahmadinejad government, Iranian foreign policy orientation underwent a great shift from détente and cooperation with the West to expanding relations with third world countries. In examining the reason for this change, this article argues that a certain kind of perception of constructive doctrine and a reaction to Khatamiʹs foreign policy, failure in converging and a coalition – building with the peripheral environment, and some common views between Iran and Africa and Latin American countries regarding the nature of international order provided grounds for Iranian foreign policy to focus on the third world in this period. For this study the article explores national, regional and international issues. Relying upon a theoretical view based on the level of analysis in foreign policy, the author while studying the main reasons for paying attention to the third world in Iranian foreign policy, explores the grounds and reasons for the realization of this approach in Ahmadinejad ʹs era.
