Comparative Hegemony:Tsarist and Communist Approaches towards Iran

اين مقاله به مقايسه و تقابل سياست روسيه در قبال ايران در سالهاي ابتدايي قرن بيستم و معاهده انگليس و روسيه در سال 1907 و سياست اتحاد شوروي در قبال ايران در دوران جنگ ايران و عراق در دهه 80 ميلادي مي‌پردازد. اين نوشته نقش روسيه در بازي بزرگ با امپراطوري بريتانيا براي گسترش حوزه نفوذ خود در ايران را شرح خواهد داد. با توجه به اين امر، اين مقاله عوامل داخلي و خارجي در اين دوره را كه موجب تبديل رقابت روسيه و بريتانيا به اتحاد (تفاهم انگليس-روسيه) شد ذكر خواهد كرد. همچنين سياست اتحاد شوروي در قبال ايران بعد از سقوط رژيم شاه و تاسيس جمهوري اسلامي تا پايان جنگ ايران و عراق مورد بررسي قرار خواهد گرفت. بر اساس اين پژوهش، سياست روسيه/ شوروي در قبال ايران پايدار بوده و روح توسعه طلبي در نهان سياست خارجي اين كشور وجود دارد. روس‌ها در هنگام قدرت سياست پرخاشگرانه و در هنگام ضعف سياست سازش با رقبا را در پيش مي گرفتند.

This paper compares and contrasts Russian policy towards Iran in the early years of 20th century which led to the Anglo-Russia convention of 1907 with the Soviet Union’s policy towards Iran during Iran-Iraq war in 1980s. It will explain Russiaʹs involvement in the Great Game with British Empire in regard to expansion of its sphere of influences in Persia. With this in mind, this paper will address both internal and external factors in this period which turned Russia and Britainʹs competition into an alliance – the Anglo-Russia entente. The Soviet policy towards Iran will also be discussed from the time of the overthrown of the Shah’s regime and the establishment of the Islamic Republic up to mid-1987 when the Iran –Iraq war ended. Based on this study, we will conclude that the Russian/Soviet policy towards Iran was constant and the spirit of expansionism lied at the very nature of their foreign policy. They were aggressive when they were a hegemonic power in the region and they compromised with rivals when they were weak.
