Abstract :
The Ministry of Electricity and Water of the Kingdom of Bahrain strongly believes that the success of any project depends on the effective and efficient preparation and planning of the project as well as the appointment of the relevant and experienced consultant. In line with this belief, the Ministry of Electricity and Water prepared its own tailor made guidelines to carry out the evaluation of proposals, both technically and commercially of the invited tenderers for providing their consultancy services for any project. The evaluation of proposals shall be carried out by an evaluation committee comprising of three or more members representing the concerned Directorates within the Ministry. The evaluation will be in accordance with the guidelines set by the World Bank for the selection of consultants. This procedure has been adopted from the World Bank with slight modification to suit the Ministryʹs requirements. The evaluation is carried out first technically and then commercially. The weights given for each will be 70 and 30 respectively and a minimum passing points of 600 on the technical evaluation is a requirement for consideration in the combined evaluation.
