Abstract :
This researchʹs goal is comparative study of ICT development strategies in educational system in India and Japan. According to this extensive subject, national policy and teacher training of these countries were studied. A descriptive research method is based on comparative analysis. Data taken using a library method and taking notes of internal and external documents and checking reliable scientific sites were collected and analyzed. The results suggests that Indian authorities in different course, considering time conditions have attempted to design and special planning, and following up these issues to the best way resolve related problems and have been able to achieve set goals. And also Japan with well - designed macro strategies converting this country into the raised power of IT has managed to fulfill it. To develop and promote ICT development strategies these two under studying countries, regard goals and policies that some of them are common and the others in respond to special requirement, capabilities, facilities and infrastructure of that countries are different. In these two countries plans are implemented for teacher training and student working with computer and training ICT. And their trustees know the importance of new ICT in education and spend substantial costs for it.
