Public policy and marine transport in Europe

The article considers several indicators which illustrate the effects of the recession on world shipping activities just when the world fleet is increasing in capacity. Shipping policies are incomplete and unachieved on several different levels — world, European and French. The measures taken are insufficient to prevent the decline of the European fleets.
