Building human capacity on coastal and ocean management – implementing the Train-Sea-Coast Programme in Brazil

This paper focuses on the main problems identified along the Brazilian coast that can be solved or attenuated through adequate human education. Existing human capacity can be trained in order to properly deal with these problems. A description of how these problems were identified, the skills, knowledge and attitudes of personnel necessary to adequately perform their tasks and the structure of a training course proposed to improve human resource are included.
