The performance of precursor-based estimators for rare event frequencies

Data on accident ‘precursors’ or ‘near misses’ can help in obtaining accurate estimators of accident frequencies when actual accident data is sparse. A variety of precursor-based estimators have been proposed in the literature. This paper presents results of a simulation study to assess the statistical performance of several such estimators, to help in determining which are the most suitable for use in practice.
