Abstract :
We study the behaviour of the Spanish administration regarding fishing regulations and their consequences. Regulation measures and management problems are analysed in four cases: distant waters, EEC waters, Spanish waters and shellfish and marine farming. Tendencies appear towards increasing fishing power, irregularities and disorder in the market, overfishing of many species and the fishermenʹs pressures to condition daily fishing policy. Our conclusions show that the regulation based on prohibition and aid has been insufficient and the design and introduction of regulations that will give rights and protection to fishermen such as ITQʹs and restrictive licences will be necessary.
