Abstract :
Cell assignment is an important task in the design of personal communication services networks. We present a stochastic approach for solving the problem. The method consists of an expected value programming and a chance-constrained programming. We show that the expected value programming model is equivalent to the existing deterministic models. However, the chance-constrained programming model is more precise and flexible. A hybrid intelligent algorithm is proposed for the CCP model. Experimental results show the effectiveness of the method.
