Concerning a density functional theory of low-frequency optical activity

It is shown that low-frequency optical activity is a universal functional of the ground state electron density. This result is obtained through the use of the Hohenberg–Kohn theorems in an accelerated reference frame. The relation of the present theory to a representation of the optical activity as the inner product of fake field-dependent Kohn–Sham orbitals is explicated, and the simplest forms of the functional are exhibited.
