General master equation formulation of a reversible dissociation/association reaction

A formulation of the master equation for reversible association/dissociation reactions where one of the reactants is not in thermal equilibrium is presented and its detailed balance properties are discussed. This formulation incorporates the distribution of states immediately following a dissociation reaction and generalizes some earlier specific results.
