Abstract :
Performance measurement is one of the most important management issues. Currently, research and development (RandD) is a key issue in the field of organization innovation strategies. Researches done in different industries show that competitive advantage of the organizations long-term depends on commitment do R and D projects and use of performance measures to assess the success them. In order to measure performance of RandD is needed an integrated system that financial and non-financial aspects be evaluated. Balanced Scorecard (BSC) is a concept which can be suitable for evaluating the performance R and D projects. Also, in processes of performance evaluation RandD projects, non-parametric techniques such as DEA compared to parametric techniques have some advantages. BSC and DEA are different concepts, but are complementary. On the one hand, DEA is able to improve the limitations of the BSC and provide useful information for managers. On the other hand, BSC can provide appropriate inputs and outputs for DEA model. Thus the combined these two approaches is useful. Weight flexibility in DEA models lead to unrealistic performance scores, so it is necessary to weight restrictions in DEA models be created. The purpose of this study is analyze the efficiency of R and D projects with BSC-DEA approach to considering weight control inputs and outputs in the DEA model. The result shown that efficiency of projects RandD with considering weight control DEA model is less than classic DEA model.
