A Proposal to Study a Wicked Problem for Public Safety Administration Networks

The dominant perspective of public administration in the 21st century is network theory. Network theory holds its subfield, public safety administration, is part of a policy network because the field populates public administrations public safety network arena where public safety policy games are held. For more than a decade public administrations research community has stood at an impasse for devising a way to apply empirical research methods to systematically study the complex characteristics of public safety networks. This proposal suggest a method the public administration research community can use to conduct research to collect data that will assist the theory building and policy formation process for public safety networks.
