Identifying and prioritizing the technological needs in Iran upstream oil sector

This paper attempts to present a comprehensive and integrated approach to Iranʹs oil industry and to develop a model to manage technology transfer projects in this industry more efficiently. In this regard, having carried out a literature review and a comparative study of technology transfer in oil industry in several countries, including Norway, Brazil and Saudi Arabia, two basic approaches are considered. The first approach is a top-down approach which includes an overview of the laws governing this area and the other one is about the executives and experts perspectives on the situation of Iranʹs oil industry technology transfer analysis. In the second approach known as bottom-up approach, important examples of technology transfer in the oil industry are reviewed and technology transfer activities and their model are discussed. Pathological study of the technology transfer process in the Iranian oil industry and a comprehensive technology transfer model in the Iranian petroleum industry based on a technological coopration network approach are discussed.
