Review on counters with localized discharge

This report describes in broad outline the development of RPC detectors from the beginning up to the RPC 2001 Workshop. Two specific RPC problems connected with the long-term electrical polarization of electrode materials and freon-based gas mixtures are noted. Typical parameters of modern RPCs used in streamer-spark and avalanche modes are given. Brief information about all large RPC detectors for physics is presented.
