Abstract :
As suggested by various studies on different management and organizational arenas, assuring the
existing of needed skills to implement a strategic perspective are too important after designing and
architecting HR strategy and it needs to assure the necessary competencies by organization,
employees and managers. This issue is more important when we look for identifying HR
incumbents’ competencies especially managers since those individuals who are responsible for
establishing a competency – based management system should have the needed competencies and
also monitor competencies in other areas, employees and managers. After explaining the problems,
we study relevant literature and background, methodology, data analysis, results and
recommendations. In recent decades, different organizations have attempted to develop their
managers effectively by designing competency pattern. In designing such pattern, various
environmental and intra-organizational patterns are considered to identify right competencies and
to take right decision in HR management based on such competencies. In present study, we
initially explain different ways to devise competency model and then devised competency model for
surveyed organization is provided and explained precisely. In fact, a guideline is provided to create
and execute competency mode from the beginning to end.
