NOE: A scintillating fiber calorimeter to search for long baseline neutrino oscillations

The project of a large underground experiment, NOE (Neutrino Oscillation Experiment), is presented. The experiment has been optimized for long baseline (CERN-Gran Sasso) neutrino oscillation studies, and represent the first attempt to extend the scintillating fibers technology to very massive (ktons) detectors.
