The Effect of the Geneva Accord on the Sanctions in Iran

توافق ژنو نقطه عطفي در صحنه سياست خارجي ايران به طور عام و در مورد مناقشه بر سر برنامه هسته‌اي ايران به طور خاص بوده است. اين توافق اندكي پس از روي كار آمدن دولت روحاني، فضاي بين‌المللي در قبال ايران را تغيير داده و عزم سياسي دولت جديد براي تعامل سازنده با دنيا را در مصداقي عملي به رخ كشيده است. هرچند اين توافق اوليه فارغ از كاستي‌ها نيست، اما تاثيرات مثبت آن در عرصه داخلي و خارجي بسيار قابل ملاحظه است. اين مقاله بر آن است تا به طور مشخص به اين پرسش پاسخ دهد كه تاثير توافق ژنو بر تحريم‌ها عليه ايران چه بوده است؟ به نظر نويسندگان توافق ژنو يا برنامه اقدام مشترك به طور مشخص در چهار سطح تاثير عمده‌اي بر تحريم‌ها عليه ايران داشته است: الف) اصل تحريم: اجرايي شدن توافق ژنو به طور مستقيم تخفيف تحريم‌ها را به دنبال داشته است؛ ب) فضاي تحريم: اين برنامه، فضاي بين‌المللي تحريم عليه ايران را نيز تضعيف كرده و مقدمه‌ساز روند غيرامنيتي كردن ايران و برنامه هسته‌اي كشور شده است؛ ج) تحريم كنندگان: توافق ژنو تا اندازه‌اي باعث ايجاد اختلاف ميان مجموعه تحريم‌كنندگان ايران و تغيير وزن و جابه‌جايي در صف موافقان و مخالفان تحريم شده است؛ د) اهداف تحريم: برنامه اقدام مشترك شكاف و اختلاف نظر در اهداف تحريم ها در مورد دو قطبِ برچيدن برنامه هسته‌اي ايران و شفافيت و محدوديت برنامه هسته‌اي ايران را آشكار كرده است.

Geneva agreement is a milestone for the countryʹs foreign policy in general and for the dispute over Iranʹs nuclear program specifically. This accord reached shortly after the inauguration of the Rouhani government changed international mindsets towards Iran and demonstrated the new government’s political will with regards to taking strong action in order to engage the international community. Though this interim agreement is not without shortcomings, it has had noticeably positive ramifications in both foreign and domestic arenas. This article will answer the question: What effect has the Geneva Accord had on the sanctions against Iran? In the opinion of the authors, the Geneva Accord or the Joint Plan of Action has significantly affected the sanctions against Iran on four levels. A) The sanctions themselves: the implementation of the Accord leads to some sanctions relief. B) The environment of the sanctions: this also weakened the global sanctions environment against Iran, and introduced a trend of desecuritization of Iran and the nuclear program. C) The sanctioning countries: The Accord has led to disagreements between the sanction imposing countries and has shifted the balance between the supporters and the dissenters of the sanctions regime. D) The goals of sanctions: The Accord has uncovered friction between sanction the goals of the sanction imposing countries and divided them into the two camps of those who wish to eliminate Iran’s nuclear program and those who wish for it to have limitations and transparency.
