Abstract :
This article intends to show that the constitution is firm and stable; for, it prepares the relations of the people with the government on the one hand and the relations of different governmental organization and institutions on the other hand. Indeed, the constitution shapes the framework and skeleton of every system and also the public participation of people, as the main owners of the state and consequently government, is obvious in all affairs of the country. People’s public will and demand are considered as the main basis of establishment of government in this article brain storming, library sources and internet sources and the present article is based on analytical research, therefore, following are the result of the study: if the Constitution enjoys the final approval and ratification of the people and has taken into account the popular participation from the start to the end it shouldn’t be revised easily and the mechanism of revision must be very difficult because such a constitution is the outcome of the people’s votes and the constitutional principles should be interpreted as much as possible. However, even the interpretation mustn’t be done generously but interpretation is carried out just when there is a serious dead end. The aim of the present article is the show that the constitution enjoys the final approval of the people. It is more just to embark on revision first through referendum and then, if approved by the people, other legal phases will follow.
