Abstract :
The presence of unregistered and unidentified residents may create a lot of administrative problems in any burgeoning city. Strategically located, the Indonesian Makassar City often attracted people to reside in. This paper examines the presence of migrant population in the city within the context of the prevailing Population Administration Act, 2006. Using primary and secondary data it was found that the migrant population constituted 38.2 percent of the city’s 1.1 million total population in 2000. This figure had escalated to 43.62 percent in 2010. What is of interest is that many of the migrants had not registered with the city authorities as required by the Act. This situation arose because of the migrants’ apathy to, and ignorance of the law. To overcome this problem the Makassar City authorities had embarked on a campaign of informing and educating the migrant community regarding the matter.
