Abstract :
Flooding is an increasingly common phenomenon due to the effects of climate change and worsening global warming. When floods occur, flood victims are usually transferred to the flood relief centres. Here, conflicts may arise and aggravate the emotional stress of flood victims who are already worrying about the fate of their homes, properties, crops and livestock because of the flood. Based on a field survey of 683 respondents and a Focus Group Discussion of 30 local leaders this article identifies and discusses conflicts in flood relief centres in the district of Padang Terap, Kedah due to inefficient management. Findings showed that conflicts at the flood relief centre were triggered by insufficient food supply, lack of understanding between victims, overcrowded environment and insufficient and unsuitable infrastructures and equipments. Accordingly, recommendations made to the authorities include improving the quality of equipment and infrastructure in the flood relief centre and enhancing victims’ comfort by ensuring adequate food supply and conducting victim counselling to reduce their trauma and stress.
