Abstract :
Unequal opportunities and lacking in resources to fulfil life’s requirements will create competition that usually leads to disturbance of social order. Such situation leads to the emergence of behaviours thatdo not support cooperation and integration. A community affected by the extension of a National Park in Kabupaten Pelalawan, Riau Province, is experiencing a latent conflict among its groups within the community. Desa Kesuma is a community that consists of various groups with different structural characteristics and culture. A descriptive qualitative method is used in the study on the form of inequality, variation of emerging anomie behavior and the background of the value orientations. In line with Johan Galtung’s conflict theory and violence, it is noted that the existence of structural violence and culture is actually the unseen conflict between communities. Structural analysis explains the presence of inequality and pressure on the efforts to achieve a level of well being and differences in the ability to fulfill life’s requirements. However, cultural analysis argues that the existence of stereotype between the communities that undermine social relations and efforts towards integration. The anomic behavior which is a result of adaptation towards inequality situation faced by them is influenced by value orientation system and attitude developed within each community
