Abstract :
Purpose - This study was conducted to examine the perception of public servants toward the fairness in performance appraisal and organisational ethics; to determine the effects performance appraisal and organisational ethics on organisational commitment of these individuals; the proposition formulated was that perceived fairness toward performance appraisal and organisational ethics are important factors to be related to organisational commitment. Design/Methodology/Approach -The data for this study were obtained through a survey of 425 employees using a structured questionnaire in 25 federal departments located in peninsular Malaysia; simple random sampling was used togenerate thedata from respondents. Findings -The finding showed that the performance appraisal fairness has influenced organisational commitment through the moderating factor of performance appraisal satisfaction; it also revealed the important role of contextual factor, which is organisational ethics, as a dominant factor in predicting public servants commitment toward their organisation, as compared to performance appraisal fairness; satisfaction on perjormance appraisal and ethical job environment also contributed toward the high commitmentof staff working in organisations. Originality/Value -Thefindings supported the strategy endorsed by the government through the National Integrity Plan to implement fairness in performance appraisal systems and the move made by the government to institutionalise ethics and value systems in the public sector management that have been found to bring a significant impact on organisational performance related to staffcommitment.
