Abstract :
According to statistics, currently, approximately 4% of individuals with disabilities or incapacity for work are enrolled in higher education institutions of the Russian Federation. Thus, according to this figure, it is clear that higher education in the Russian Federation is available to a limited number of individuals with disabilities or incapacity for work. Involvement of a greater number of people with disabilities to the higher education system requires the creation of special conditions that make training for these people available and attractive.
