This research intends is to look at the true picture of the position of ulama in the national development of the province. The aim of the national development is to elevate the life of their society physically and spiritually. To achieve this, the participation of the people is expected, including from the ulama. Ulama are religious leaders who are considered to possess a strong understanding of religious knowledge. Thus ulama are able to influence the society as they are trusted by the society. As informal leaders, ulama are also responsible towards all aspects of developments. Their participation is vital as the direct receiver as well as an active contributor of the process of development. Research results revealed that the most frequent participatory communication conducted by ulama is dialogue; sharing and exchanging ideas with the government, formally or informally. Informal dialogue conducted by ulama to show support towards government are seminars, conferences and meetings while the forms of informal participatory communication are during informal events or activities. In reality, the forms of participatory communication by both dialogues have not been conducted fully yet and the level of the effects is low.
