Abstract :
Today, Ahıska Turks are known as the only Turkish population who is not self-governing. Ahıska Turks are also known as the most “suffering” ethnical group in the Soviet Union. Thus, they are obliged to three different migrations in last 70 years. Among these, the first two (1944 and 1989) took place during the era of Soviet Union and engraved in the population. On the other hand, despite all these struggles, Ahıska Turks are also known the only Turkish population to protect their identity and integrity in the Soviet Union. After the disintegration of the Soviet Union, a new era has started for the Ahıska Turks. The disintegration is also significant Ahıska Turks, since it symbolizes the beginning of the migration to Turkey and other countries. Following this difficult period, the parliament of the Republic of Turkey has passed the act number 3835 on 02.07.1992 related to the acceptance of Ahıska Turks to Turkey and on 28.02.2009, with the temporary 1st article of the 19th article of act number 5838, new regulations are made for their applications towards neutralization. Nevertheless, despite the conveniences they gained for becoming Turkish citizens, Ahıska Turks faced some other severe problems. The support and the guarantor role of the Republic of Turkey is the only hope for the solution of political, economic, cultural, educational and social problems of Ahıska Turks, the only Turkish population not to be self-governed.
