Abstract :
One of the most important work areas of public administration is ethics. Especially in the last decade, ethics has been a topic of considerable interest as a very popular subject. Studies on ethics can generally be divided into two categories. The studies in the first category which are a lot of quantitatively approach through the process and they have especially started in the 1980s. The reasons for the birth of the ethical are discussed in these studies and organizations in this area are evaluated. In the second category of less studies ethics is handled simultaneously with the birth of public administration discipline and is analyzed in the process of change in discipline. The two fundamental characteristics of these studies, which provide very important contributions to the literature, come to the forefront. First of all, in these studies, the concept of ethics is defined as a concept that does not undergo change over time and exhibits continuity. Secondly, ethics is considered as a planned purpose to be reached in public administration. In this study, unlike this view, is put forward that ethics, ethics in public administration and public ethics are as diverse as the similarities and it contains different meanings in the changing state understanding. At this point, ethics appear as tool, not as a goal and it plays an important role in the transformation of the state, especially as seen in public ethics.
