Abstract :
For the public personnel in Turkey, the appraisal system which was applied since 1879 was abolished and instead a new personnel evaluation method was not introduced in the Civil Servants Law No. 657. However, it is understood that the system which will be fulfilled by appraising from the legislative preparations made by State Personnel Presidency is performance evaluation. The performance system is also being applied for public personnel in Turkey in some areas such as health, education and police department. However, there is currently no system in Turkey to assess public personnel in general in legislation. The purpose of this study is primarily to question what performance evaluation is and whether it is possible to implement it in the public sector. After this analysis, the legislation regarding the performance evaluation prepared by the State Personnel Presidency in Turkey will be discussed and the differences will be tried to be revealed from the registry system. It is the subject of this declaration to analyse the legislative work in Turkey by generally analysing the performance evaluation system, which will be the method of evaluation of approximately three million public personnel.
