Abstract :
The developments related to the universities in Turkey; especially, the foundation of new universities have always been an attractive subject; therefore, local folk, politicians and academicians have focused on the subject. In this article, an analysis has been done on the basis of state universities, in order to determine the foundation criteria of nine state universities established in 2008 and the other universities established in each city. In this analysis, it has been aimed to present whether there is a coordinated and planned political and administrative attitude by examining university laws, foundation laws of universities, related parliamentary records and reports prepared regarding this subject. At this point it is seen that there are two main impacts on the foundation of new universities. In the study, these impacts are classified as the choice of foundation location of a university on economical and regional development and political impact on location of the new universities. A general evaluation is also made by compratively taking the positive and negative views about the foundation of new universities into consideration.
