Abstract :
Scale and the preference of organisation accordingly, are means to master and transform the economical and social structure and relations for the governments. It is possible to relate the radical changes in scale politics, in the periods following the government reshuffles, with this fact. Scale politics and government pragmatism meet at this point. Considering the progress of decentralisation or regionalisation in recent years, it is seen that the scale politics has not been defined in general depending upon the features of „place‟ („place‟less scale politics). As a matter of fact, the RDA which are the subject of this study, had not born from the particular economical or social necessities of a state. This study has two essential objectives: To evaluate the RDA as a model, and to discuss the locality of scale politics, based on the RDA experiences in England and Turkey –which have different social and environmental features.
