More corruption issues as well as transparency in delivery system, human capital and efficiency of our government servant working style arised and shown on media. All in all gives a meaning towards the structure of news content and possibly create challenges to gain understanding about transparency as an idea in order to replenish image of Malaysian public service. This study is focussing on issues related to public service. Three framework analyses namely a structural, procedural and substantial are technically support the idea of situationist ethics. Nine set of news regarding corruption were structurally analysed to see whether there is a relations between news structure and eight exclusively design of code of conduct by IAM. In procedural analysis news editor seems to put some efforts to maximize a number of verbal words as they were directly recorded from news sources and at the same time minimizing the editing job to ensure that name of a person, in term of rank and position are clearly mentioned in such a news.
