Abstract :
The concept of multilaw which had been tired to take away from the Regulation, was the one of the important question of the Otoman State. The pressure of foreign countries, obstructed the sollution of this question. Besides this, the undevelopment of secular laws by the Ottoman State caused both the foreign pressure over the goverment and certain division of the Otoman socities. After the declaration of Constitution II in 1908, the efforts of the governments increased efforts about integrity of the Otoman subjects. After the declaration of Constitutions II, Kont Ostrorog was appointed to adviser of the ministry of Justice in 1909. After his appointment, he made an important studies about the Otoman legacy.
